The EMCO 3301 is a is a 41” passive rod antenna, it is designed for low-frequency electric field measurements. It can be used for transmitting and receiving.

Where would this be used? The EMCO 3301 is primarily used for Radiated Emissions testing to measure electric field emissions generated by the Equipment Under Test (EUT). It can be mounted on a tripod or stand for flexible test setups. It is a broadband E-field monopole with a two switched position matching transformer to present some impedance to the drive amplifier whilst driving a high impedance rod. It operates within a frequency range of 1kHz-30MHz. The rod is adjustable from 20” to 41”.
